BACKGROUND

The Majlis Pengurusan Kualiti Universiti Awam (MPQ UA) is a collaborative platform established to enhance and maintain the quality management standards across public universities in Malaysia. 

The first meeting of Majlis Pengurusan Kualiti IPTA (MPQ-IPTA) was held on October 4, 2011, and the Quality Assurance Center (QAC) of UKM, as the proposing university, was selected to serve as the Secretariat. The Director of QAC, Prof. Ir. Dr. Shahrir Abdullah, was appointed as the Chairperson for the period of 2012-2013. This inaugural meeting developed the Terms of Reference for the MPQ-IPTA as follows:

  • To provide a platform for representatives of public universities (IPTA) to share matters related to quality management and academics;
  • To serve as a platform for IPTA representatives to share best practices in quality management;
  • To act as a platform for IPTA representatives to plan quality-related activities for mutual benefit;
  • To be the official body representing IPTA to connect quality bodies both domestically and internationally with university management.

The second MPQ-IPTA meeting (Meeting No. 1/2012), took place on February 28, 2012, in Johor Bahru, following the previous agreement to make UTM the host. The meeting was attended by 95% of the members appointed by the Vice Chancellors of their respective universities, and several agreements were reached, including:

  • MPQ-IPTA established quality management guidelines encompassing the best management structure, serving as a reference for IPT in university quality management.
  • MPQ-IPTA organized seminars or workshops related to quality management, inviting participants/speakers from both domestic and international institutions, thereby opening opportunities to assess best practices in university quality management.
  • MPQ-IPTA conducted surveys related to quality management in universities and other government agencies.
  • MPQ-IPTA held meetings with the Director General of the Higher Education Department to discuss various issues related to quality management in IPTA.

It is hoped that the MPQ-IPTA meetings will serve as a platform for sharing quality practices among IPTA, enhancing the scope of quality over time, and unifying the voices of IPTA on quality matters to present to quality bodies such as MQA, Higher Education Department (JPT) and professional bodies.
